    All staff that I encountered were kind. In VNVC vaccination clinic they spoke some basic English which suffice. In Hong Ngoc hospital they had several assistants directly helping foreigners (tourists and expats) to navigate the hospital - they spoke very good English. Dr. Pear in Chiang Mai had a modern private clinic, she was very kind and helpful plus spoke a good English.
